Rate service cache getting reset to 0

Hi All,
We have identified an issue within our rate service cache where few of the cached lane pair is having value 0. But, this is not the case with master data setup respectively.
For example : We have rate service with DAYDURATION and all the service lanes defined are non-zero values. But, in some point of time we are able to see 0 value is getting reset .
When we do the replication, OTM behaves as expected
Example :
Case1 – POST CLEARING THE RATE SERVICE CACHE
- Cleared rate service & distance cache under Atlas - QA
- Planned order movement with lane (835763-> 1222ART), captured logs for the same.
- Rate service details are retrieved from database while planning and as well stored under cache (captured at logs).
- Planned order movement again with lane (835763-> 1222ART), captured logs.
- In this case rate service details are retrieved from cache as recorded under logs.
Case2 – EDIT & FINISH RATE SERVICE - UI
- Identified the rate service details under cache for the lane (835763-> 1222ART) / RS_DPSTATIC_DD_ROAD in exist.
- Edit & Finish the Rate Service RS_DPSTATIC_DD_ROAD with out adding any lane to the same.
- Identified that rate service details under cache for the lane (835763-> 1222ART) / RS_DPSTATIC_DD_ROAD deleted automatically.
- Planned order movement with lane (835763-> 1222ART), captured logs for the same.
- Rate service details are retrieved from database while planning and as well stored under cache (captured at logs).
We are not able to find the actions any which leads to the cached value to reset being 0 .
Whether anyone has any idea. Kindly assist regards to the same.

- DB version?
- How do you access APEX? (ORDS? which version?)
- What is your J2EE server? Version?
- You mentioned a cache server. Which one? Version?
- I see it is on OCI (Oracle Cloud): how are these servers organized? (Proper affinity? Same container? Region?)
- Anything else we should know about your setup?
It really seems like this problem is not an APEX problem.

Try to access the forum from the categories
Select the 'Supply Chain & Manufacturing category under Applications in the picture.
And if this won't work, you can check your profile when you are logged in to the Cloud Customer Connect community. In your profile click on the 'Edit Profile' link and check that you have checked the cloud infrastructure stuff. Application Development is needed at least.
