Administrator Group Deleted

Hi,
I did something wrong and I deleted the administrator account when I wanted to create a new user and put it as admin. Can you help me because I can not do anything on my account.
Where can I turn to request an account reset, for example?

I'm takling about Cloud Account (Free tier)!
I wanted to create a new user and then put it in place of the main user.
Except that I also deleted the default Administrator group and now I no longer have access to any functionality, no longer having sufficient rights.
So I'm stuck and I don't know how to recreate or reset the default features of the account.
Any Idea ?

User, you should ask cloud-related questions over at the forum https://community.oracle.com/customerconnect community.
Search for a forum from the categories
If you don't see categories, you need to check your profile when you are logged in to the Cloud Customer Connect community. In your profile click on the 'Edit Profile' link and check that you have checked the cloud infrastructure stuff. Application Development is needed at least.

Hi Timo,
thanks for reply so I think my problem is more complicated and only Tech Support can unblock me.
I try to connect to cloud community as you say at : https://community.oracle.com/customerconnect/categories/oci-visual-builder
but I don't have access. And it's the same for all services and applications related to the cloud.
And all this since I mistakenly deleted the main group in: Identity > Groups
I don't know where to turn to reset my account which is now unusable
