The only thing there is to recommend Windows 7 is that it isn't Vista.
Format your hard disk and get a real operating system ... preferably Linux, otherwise XP SP3.
You will need to use the 184.108.40.206 client for Windows 2008 Server - that client is able to connect to a 10g database instance. The 32 bit version may be downloaded here:

you must add the following lines to all ...\stage\...\refhost.xml

then the installation will succeed.
