Did you execute *@?/rdbms/admin/utlrp.sql* ? That may fix it.
YOu can do this. I have faced this situation in several 10.2.0.4 upgrades.
utlrp alone wont resolve the issue.
Need to drop and recreate the plan table using the steps you have already listed.
utlrp.sql compile only SYS objects or all the other objects also?
What could cause this problem if I don’t make it VALID?CATPROC will be INVALID in dba_registry. The steps you are describing are the ones descibed in MOS note ERROR IN CATUPGRD: ORA-00904 IN DBMS_SQLPA ID 565600.1*
And utlrp recompile any remaining stored PL/SQL and Java code+
