Pl open an SR with Support asking if a similar document exists for 11i.
Did you see if (Note: 234135.1 - File ca-bundle.cer Not Found Occurs In Error_Log When Sending Outbound XML Messages With HTTPS) helps?
Here is what we got last week -
Delivery failure of cXML outbound messages when looking at Transaction Monitor (Workflow). It results in error records in table ECX_OXTA_LOGMSG with Result Text column of "Invalid CACert File." and Exception Text column value of "oracle.apps.ecx.oxta.ConnectionFailureException: Connection failure resulting from: java.io.FileNotFoundException: /u01/app/... etc ... /conf/ssl.crt/ca-bundle.crt (No such file or directory)".
Opened SR with Oracle and they suggested the following -
XML Gateway Setup Testing and Diagnostics (Doc ID 337428.1)
The -DOASSLCACertFile parameter in the $IAS_ORACLE_HOME/Apache/Jserv/etc/jserv.properties (11.5.9 default) or $IAS_ORACLE_HOME/Apache/Jserv/etc/xmlsvcs.properties (11.5.10+) should point to your certificate store such as ca-bundle.crt.
The $IAS_ORACLE_HOME/Apache/Jserv/etc/xmlsvcs.properties file has the following parameter:
This parameter value should be pointing to the directory where the certificate is located. After that, you will need to bounce apache and re-test.
Solution installation is still pending. If you can try the above on a dev/test/patch instance, go ahead. Otherwise you may open an SR with Oracle and get confirmation.
