Can't add user to my oracle support

I thought creating a service request stinked but tryiing to add a new user to our oracle account isn't working for me. I can verify under settings that I am the admin of our account and I can view the other users of the account but can't for the life of me find where to add a new user.

Has any oracle admin tried to add a new oracle dba user to their oracle account? if so, what apge do you add them on?
