Why would you want to kill -9 pmon? Doing that will surely crash your database. If you want pmon to go away, shutdown the database properly with shutdown or shutdown immediate as the database owner in sqlplus.
Thank you for your help, but the problem was that we couldn't log in to the DB.

Please share the output when you give the shutdown immediate command
also , try
shutdown abort to instantly shutdiwn the db. That should help
also check the spaces in all the mount pointts : specially /var and /tmp with df -h command
