Ocasionly we in our RHEL 4.6 environments, stumble upon a problem when some processes (namely PMON) just won't die (kill -9). Other processes, can be killed but stay <defunct>. Is there any other method, more agressive to kill a process for sure?

Why would you want to kill -9 pmon? Doing that will surely crash your database. If you want pmon to go away, shutdown the database properly with shutdown or shutdown immediate as the database owner in sqlplus.
