I have an answer from oracle support team for my SR of this morning :
You can try edelivery site or try the following workaround for this issue
is that users first need to login to their www.oracle.com profile account
and then try to download the software and this time they should be successful.
In this case, OTN uses the cookies set for www.oracle.com account
and does not prompt users to login again.

Well, the second solution doesn't work for me.
I signed out, tried to download something and it didn't work. I signed in again, tried to download something and it still doesn't work.
The first solution is also not really useful as I don't know the licence of my client, and i'm currently trying out software.
I just want to download the Site Studio 10gR4 component for UCM, and consult the documentation for UCM 10gR3 and 11gR1.

did you try tahiti.oracle.com for documentation access ?
Still the same problem when trying to download in Germany.
Still no solution from Italy too! Two days not available!!! That is not quite acceptable...
Can someone please point to an official Oracle statement concerning the reason and possible resolution of this mess?
I go the same problem here in the Netherlands, I already created a service request.
Support was able to download from the sites (inside as well as outside of the Oracle network).
