It seems that your domain is down. you need to start the domain/ managed servers before connecting to forms/reports services using OPMN
i have two domains which one should i start.
there are two domains.
1.classicdomain----------related with forms installation
2.base_domain----------related with weblogic server installation.
which one should i start to work with forms?
If you are connecting to forms and reports. you need to start the domain that has WLS_FORMS & WLS_REPORTS managed servers
will you please share with me that how you configured weblogic server?
i think i have problem in weblogic server configurations?
This will help you in installing and configuring forms/reports 11g services
my problem still exists.has anyone faced the same problem?

Yup, same problem here. I have done everything by-the-book several times over the past few days (and nights), and have not been able to get around this problem. Today is Sunday, and MetaLink is down for maintenance (which began at 9:30am PST with a promise to be up in 3 hours... then that notice changed to 5 hours... it is now 7 hours later and no Metalink). But even when I looked on MetaLink earlier, I did not see any specific solutions, just speculation. This is a nasty one.
I am on Windows 2008 SP2 32-bit. Weblogic 10.3.3, Forms/Reports 10.3.3.
you have to install everything with same versions otherwise it will give you error.
check weblogic server version.
I am assuming the setup went well and you didn't get any errors. I had some troubles with IPv6 in Server 2008 and changed the hostname to my IPv4 adress in the weblogic bridge config file; check out metalink note 1227203.1
