What do you mean by "stuck" ? There is an error in the workflow, on some people in charge of approval didn't do their job ?
For first solution, if you are on a test system, you may use the "Workflow Administrator Web" to access notification and treat them, or cancel the workflow and directly update the status field in the table, just in case you want to re-use your requisition for some another tests.
Of course on a production system, yo cannot apply these kind of solution. But to answer precisely I would like you to precise what "stuck" mean ;°)
