SQL Developer 2.1.1.64 with Instant Client 11.2.0.1

I am trying to use Sql developer 2.1.1.64 with Oracle Instant client 11.2.0.1. The "BASIC" jdbc connections work fine. But, TNS or LDAP connections get a oracle.jdbc.driver.T2CConnection.t2cCreateState error. The 11.1.0.7 client works fine. I have opened an issue with Oracle, but they have not updated the issue in about a week. They had a couple patches related to this issue, but they were for 64bit unix systems. This is on XP and Windows 2003. Any ideas?
