You should have metalink account.
Once you login to metalink, there is a tab for creating service requests and the screens are self explanatory.
The screens vary depending on the issue/module for which you are raising SR
Filing a SR is easy - supplying worthwhile diagnostic data for support in order for them to immediately start working on your problem, is the challenge. Which makes something like a rda snapshot, together with a repeatable test case that triggers the error, important.
Login to Metalink
Click on "Service Request" tab then on "Create SR" button.
follow the steps by providing ORacle product information, error description and upload any trace files or any rda outputs and etc.
Unless you've got something really serious you need help with then I wouldn't bother. Oracle Support has gone right down the pan IMHO. You'll go around in circles for weeks on end getting nowhere before you finally give up.
but i have doubt again...
how to generate rda output?where is the script for rda that needs to be run ?

You need to download the RDA script off MyOracleSupport (Metalink).
I clicked 'Service Request' but i could not find Create Service Request. Please Help me out.
login into metalink .. on top there is an option like service request. below that you can find the Create request option.
download the rda script from metalink and copy to your server. then run the script this will ask some details about DB. This wil also create a schema in ur database.After process finished u will get report.
