I am facing the same issue today.
Drop the user schema and create the again new schema, hope it will work...because I face the same issue back and I solve this way.
I cleared all registry entries, cleaned all hyperion realted folders and dropped an created SQL schemas and reinstalled. Configuration worked.
I had to uninstall, drop the schema and give HSS dba role on the database, otherwise common settings would fail in the configuration.
What registry entries did you drop.
As far as i know there are 2 issue here, i is you can not re-install, you have to clear everything and drop all your registries, must almost be like a new install, once that is done, start your "new" install, you might also find a 404 error, in your registery under regedit, there is a jvm option 3 which is writing to a temp folder you must change this to C drive folder that you create...if you come across this mail me at email@example.com and i will forward you the document.
Please be sure that all common components were installed correctly.
I you do not need to install Foundation Services, for example because you are installing just Essbase in standalone mode, then try this one:
Start configuration process with option *–forceRegistry* (see this thread [https://kr.forums.oracle.com/forums/thread.jspa?threadID=1070820] )
To do this, follow the following steps:
1. Open cmd console as administrator
2. Navigate to HYPERION_HOME\EPMSystem11R1\common\config\126.96.36.199
3. Execute startconfigtool.bat –forceRegistry
It worked for me
