Yes, you can.
To access Oracle AWS instance, open ports within security groups 22 and 1521.
In SQL Developer place the AWS public DNS in the hostname, place 1521 in port and your oracle database name in the SID (assuming you using the basic connection type).

But I am looking for some reference material for Cloud Computing.
Like how to create database on AWS, how to set up security group and then what are the necessary steps to access that database instacne from local SQL PLUS Client or TOAD or PL/SQL Developer.
Is there any firewall setting required.
Alos let me know something about Data in that instance. I read that once you shutdown the instance data would not be available when you start the instance again.
To create db on AWS you need to launch Oracle AMI instance, then use Oracle provided script to install Oracle db.1 person found this helpful
Security groups, you open ports according to your use normally 22 for SSH access, 80 for HTTP.
AWS Security Group is your EC2 firewall.
IF you use EBS AMI then you won't lose your data after stop, shut down or restart, data will be in the attached volume (EBS).
