U can manage it through item category range u have one position like manager. and u want to assign it two groups on one document like ( st.po)

But, Our requirement is, the same item needs different approval limiits for the same person.
This is the actual scenario,
We have budgeted items and non-budgeted items and the same item can be budgeted and non- budgeted as well. More over we are deriving Budgeted Cost for an Item from a Project Contract. I mean to say that if we have a Project Contract, Item should be approved at one level and if it does not have Project Contract, Item should be approved at another level in the same Hierarchy. Please suggest.

Is this a scenario into same OU? If yes, I afraid, you can not use multiple hierarchy for same item

Find Approver is a Workflow Process in workflow "PO Approval" (POAPPRV). There are various functions that it calls based on what approval mode you are using, however, you can introduce new flows or custom functions to provide the logic you require.
Open the workflow in Workflow Builder and give it a try.
