ORA-10997: another startup/shutdown operation of this instance inprogress

SQL> startup
ORA-10997: another startup/shutdown operation of this instance inprogress
ORA-09967: unable to create or open lock file
Linux Error: 13: Permission denied
SQL> !
[oracle@serv2 ~]$ cd $ORACLE_BASE
[oracle@serv2 ~]$ ls
admin flash_recovery_area oradata product
[oracle@serv2 ~]$ cd admin/
[oracle@serv2 admin]$ ls
dev
[oracle@serv2 admin]$ cd dev/
[oracle@serv2 dev]$ ls
adump bdump cdump dpdump pfile udump
[oracle@serv2 dev]$ cd bdump/
[oracle@serv2 bdump]$ ls
alert_dev.log dev_dw01_4571.trc dev_lgwr_7680.trc
dev_cjq0_4462.trc dev_lgwr_4454.trc dev_mmnl_4466.trc
dev_cjq0_7688.trc dev_lgwr_7616.trc dev_mmon_4464.trc
[oracle@serv2 bdump]$ vi alert_dev.log

actually on same server i was trying to create database manually. once database was up and when i tried to bring other database nomount stage while creating it gave that error, then i tried to shut down other database as well and that gave same error , i am not able to startup other , neither can bring startup moung this one
