JRE 1.3.1 is old and not supported. Please consider upgrading to JRE6.

I recently had this problem as well, and discovered that it was because the “Physical Address Extension” was enabled. PAE is a Windows extension that changes how memory is addressed by the server in order to support more that 4Gb of RAM. We are only using 4Gb of RAM in these boxes, but because the newer HP-Compaq DL360 G6 supports up to 192Gb of RAM, Server 2003 will automatically enable PAE.

The instructions from the MSDN article below describe how to disable both DEP and PAE by setting options in the boot.ini file. Once PAE is disabled, Java 1.3.1 will launch successfully!

    Edit C:\boot.ini

    Change “/noexecute=optout” to “/execute /nopae”

To validate, execute this command from the command prompt:

    D:\>java -version

    This should return:

    java version "1.3.1_20"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.1_20-b03)
Java HotSpot(TM) Client VM (build 1.3.1_20-b03, mixed mode)

If PAE is enabled, the "java -version" command will not return any results:

    D:\>java -version

It may also create a "Dr. Watson" crash log, and/or report an error in the Application Event Log.

Please see this article for more details:
