I have an error "Error 1606 cannot access network location 0." when I try to deploy JRE 1.6u10 on Windows 2000 and Windows XP using a silent installation. I use:
msiexec.exe /i \\server\share\java.msi /qb! ALLUSERS=1 REBOOT=Suppress
That was working fine for previous versions (of course \\server\share\java.msi is reachable), I picked "java.msi" and "Data1.cab" from a manual installation (if I try to install manually it works).
I have a some problem too. I get this error, when I put in MSI property LIMITUI=1, but I am not shure that it is.
When I remove LIMITUI, installation go as I need, but our customer write issue, and in log file I see the same error - 1606.
I haven't any good idea now. Who have???

Open the MSI with ORCA and navigate to the InstallExecuteSequence table.
For whatever reason, the smart guys at Sun limit there actions to only run with the /QN switch.
For each of the following entries in the InstallExecuteSequence change UILEVEL=2 in the condition to UILEVEL<5
- Installed And (DATABASE<>OriginalDatabase) And UILevel<5
- (MOZILLAPLUGIN="0" And REMOVE) Or UILevel<5
- (NETSCAPEPLUGIN="0" And REMOVE) Or UILevel<5
