The bug you mention:
is an EXCEPTION_ACCESS_VIOLATION, which is a low-level, native code problem
It was fixed in JDK 1.5 . It is unrelated to the bug that the original poster has gotten.
The bug of the original poster is an java.security.AccessControlException, a Java permission thing.
I've taken the liberty to report this to Sun and haveI'm having the same problem, has anyone heard of an update patch to resolve the real issue in J2SE v1.5.0_02-b09 rather than a workaround?
received confirmation of the bug. It should be
available at this link within 24-48 hours:

Thanks for the clarification on the 1.4.2 issue. Regardless, CISCO PDM will still have issues with that version...so if getting CISCO PDM to work is the objective, downgrading to 1.4.2 isn't going to do it....
In any case, there seems to be a lot of working solutions being discussed here. Thanks to everyone!

PIX Device Manager (PDM) versions 3.0(1), 3.0(2), 4.0(1), and 4.1(1), and IDS Device Manager (IDM) version 5.0(1), are incompatible with Java Plug-in versions 1.4.2_08 and 1.5.0_02 or later. If these Java Plug-ins are used in conjunction with the impacted PDM releases, the application will not load.
Changes made in the Java Plug-in 1.4.2_08 and 1.5.0_02 break the existing code loading functionality in PDM and IDM.
Impacted PDM and IDM versions will not load when launched from a browser using Java Plug-in 1.4.2_08 or 1.5.0_02 or later. If you bring up the Java console, there will be a java.security.AccessControlException error:

The latest maintenance releases PDM 3.0(3), PDM 4.1(2), and IDM 5.0(2) resolve this issue.
Impacted Software Versions
PDM versions 3.0(1), 3.0(2), 4.0(1), 4.1(1), and IDM version 5.0(1) are impacted by this issue and will not load properly when used in conjunction with Java Plug-In versions 1.4.2_08 and 1.5.0_02 or later. Customers running these versions of PDM or IDM should either uninstall the newer Java Plug-Ins and re-install previous versions of the Java Plug-In, or upgrade their PDM and IDM images to the versions indicated in the following table.
I have had a look and you can get a PDM update that corrects the issue. The downside to this is that I have about 10 units at customer sites to do... I will get the download and see if it works.
I am using Java VM purely for PDM use on my machine (MS XP PRO SP2) i had exactly this problem a few days ago . It's not a fix, but a workaround - i just removed jre-1_5_0_01 from control panel, downloaded jre-1_5_0-windows-i586.exe and installed that.
All works fine now.
Hope that helps a little
