Sorry, I cannot answer your question directly. All I can offer is that if you don't find a way, take a look at LWJGL. It updates quite frequently to the latest standards.
The good thing about LWJGL is that it also has a binding for OpenAL and provides a way to address gaming devices, if you have such needs.
The GL_ARB_vertex_program functions exist in GL2. I found this by viewing the JOGL javadoc index page. I just found the index feature, it is quite useful. It is also important to note that GL3 does not extend GL2.
