No, ARP requires access to the link level on an Ethernet network. Java can't get access to that level. In a previous topic you asked about spoofing values in TCP conversations. This sort of thing is not possible from Java for reasons of security. If you really need to do these things you should stick to C.
ARP and anything else is typically accessible from Java, however, it does require the use of C++/C native code libraries and JNI programming.
