Check out Cardinal Studio Trial Version or XletView 3.6. Both include the havic, havi ,dvb and of course the javaTV api's!

You can use the XletView source if you want to use those .jar with some IDE. Better to use an official javatv.jar instead the xjavatv that the source ov the Xletview offers, but for the others (havi, dvb...) you can use the src. An dof course, get a jmf.jar, not included with the source.
Some methods aren't implemented, but it will help you if what you want is the auto-complete function of the ides or integrate the javadocs while you're programming.
