Contact your local Oracle office, they'll gladly send over representatives to explain it all and discuss which technologies are most appropriate for your company.
Of course if there's no chance you'll ever fork out the several tens of thousands to hundreds of thousands of dollars for the products they may decide not to do so as you won't be a potential customer or partner.
Actually I think Oracle's BPEL process manager is a free download.
yes and no.
You can download it for free for development and testing, but as soon as you use it for production environments you will need to pay for it.
That's the same as almost all Oracle products (only JDeveloper, Oracle XE, and a few others are completely free).
