CCX PCX Arbitration

In the OpenSPARC T1 Microarchteuecter Specification Page 3-37, there is checkerboard arbitration scheme used.
Each FIFO is sixteen entries deep. I would have expected two entries deep, since there is maximum of two packets in the arbitration?

Yes, but there are eight cores. Two packets from eight cores results in sixteen packets total.
