Why don't you just use the SYS user for this?
I assume you have a password file on all servers.
My create is:
DGMGRL> create configuration ‘broker1’ as
primary database is 'PRIMARY'Configuration "?broker1?" created with primary database "PRIMARY"
connect identifier is primary;
DGMGRL> add database 'standby' as
connect identifier is 'STANDBY'
maintained as physical;

that's already the one I'm using in my example ( I tried SYSTEM also)
- Can you confirm the database version you are using ?
I'm working on oracle 11g release 2 (installed on windows server 2003)

In case it could help, I was getting the same error but with a Primary RAC 11.2 2 nodes with a standby RAC 11.2 2 nodes... I just forgot to clone the primary password file over the standby password file on the second node... After overiding that password file I was able to add standby to the configuration.
