The ODBC driver should connect to the BI Server port (typically 9703 but it depends on your configuration) not the default Presentation Services Plug-in port (typically 9704).
Yes, make sure that you are referencing port 9703.
Also, ensure that you can actually connect within the System DSN Configuration itself.
If you have adjusted the firewall while your admin tool was open, during testing we found that if you exit the Admin Tool and re-open it all should work. If not disabling the firewall completely ensure that you open up port 9703 for the connectivity. Also, during testing we always select a default Subject Area in the System DSN Configuration.
Conducting these items should allow you to connect if your RPD is in fact intact on the server.

Make sure your windows environmental PATH variable is pointing to BI executables, "...\bifoundation\server\bin".
