for testing purposes I imported from fullexport.dmp ; only two users with their objects.
Now I would like to import all remaining users + roles from the same fullexport.dmp file and roles.
What is the best way to accomplish this, I think that first users should be imported than roles but I am not sure how to do this ?
If you use old imp/exp use ROWS=N
imp system/***** file=fullexport rows=n ........
if you use datapump then use CONTENT
impdp system/***** DIRECTORY=dpump_dir DUMPFILE=fullexport.dmp CONTENT=METADATA_ONLY :)

Yes use imp sys/***** FILE=FULLEXP.DMP ROWS=N :)
this will not effect on the existing users and their objects,
you can add fromuse=scott touser=scott
imp sys/***** FILE=FULLEXP.DMP ROWS=N fromuse=scott touser=scott
I'm not sure this is what they want. If you say rows=n, you won't get any rows for any tables. If they want the rows for the other schemas, they won't get them. I would just run the imp command full=y ... and then just ignore errors having to do with the first 2 users that were imported.
You can't use impdp on a dumpfile created by exp. Or the other way around. The format of the dumpfile is completely different.
