It should be.
If you tell the installer to create a database at time of installing the RDBMS, then Spatial is installed.
If you just install the RDBMS software and then run Database configuration assistant, by default it has Spatial checked on.
If you just install the RDBMS software and then create your database using the CREATE DATABASE command then Spatial is not in the database and can be installed following this note:
