Is it possible to get a metalink access as an individual ? can someone provide a link or relevant information ?

No, without CSI not possible.

Hi,

you have subscribe product from ORACLE. then they will provide CSI number, by that you can start using http://support.oracle.com and also for any kind of oracle database related issues.

Yes, its possible but if you meant free then the answer is a no . Yes, even being an individual, one can avail the access to MOS and for that , the cheapest option is to purchase the license of Personal Edition of Oracle database. Doing so would get you to the access to the upgrades , patches and definietely the access to MOS as well. But as I said before, its not a free option and will cost money but given the benefit and wealth of information, I think that the money would be well spent.
