it seems OVM Server 2.2.1 does not install libnl by default.
If you have access to ULN install the libnl from there.
Otherwise configure your server to have access to publicyum.oracle.com (howto you will find on the site),
And do a
# yum install libnl
Hopefully OVM will not miss other packages you might need for the CLI interface...
As you said, Oracle VM Server did not install the libnl-rpm. We have created a local repository with the "Oracle VM Server disk" and installed the RPM.
It's working fine now.
