I would recommend installing OSB with the version of OEPE that ships in that installer (184.108.40.206.0). Then once everything is working, have Eclipse search for updates (Help -> Check For Updates...). That will pull down and install OEPE 220.127.116.11.1 if OSB plugins are compatible with it, which they should be.
Yes Konstantin's reccomendation should work. Also, there is a .link file in the dropins folder of oepe which points to the OSB eclipse plugins. Please make sure that file is present after 18.104.22.168.1 is installed through the update mechanism
Is OEPE 22.214.171.124.0 still available? With WLS 10.3.4 I get OEPE 126.96.36.199.1 (wls1034_oepe111161_win32.exe).

Unfortunately, since a service release has been released for 188.8.131.52.0, the download site and update site have been updated to 184.108.40.206.1.
we are working on making the 220.127.116.11.0 installers available on the OTN site. will update the thread once it's available.

Please let us know if OEPE 18.104.22.168.0 available, I tried installing lower version of OEPE (OEPE 22.214.171.124) but still have the same issue with newer OSB 126.96.36.199 generic installer! now i am struck not having a OEPE IDE equivalent for OSB 188.8.131.52
i used the next set of installers for my local install :
install eclipse plugin (seperate download for 64bit)
Windows All-In-One (x86 64-bit)
create directory in MW_Home for eclipse and unzip the file in there (oepe-indigo-all-in-one-184.108.40.206.0.201110211138-win32-x86_64.zip)
and then install will just work fine
