How to increase the queue value of a server to avoid errors

In the RESOURCE section of an ubb config, does "MAXQUEUES 700" stand for all servers' queue or every server's queue?

Because there are a lot of "ERROR: Message queue blocking prevented delivery, Qaddr = 583902" for a server in ULOG, whether should I change the queue value of that server to a larger value to avoid this error? Modify the "MAXQUEUES"? Whether can I increase the queue for a certain server?
