It doesn't work on a Standby Database:
I don't know if you are in 11.1 or 11.2, but the following Note from MOS confirm that in 11.1 the Data Recovery Advisor cannot be used to diagnose or repair failures on a Standby Database.
RMAN-05533: string is not supported on string database Cause: The specified command is not supported on this type of database. The type of database can be STANDBY, CLONE, or RAC. Action: Do not use the specified command against this database.

DRA (Data Recovery Advisor) should be used on a single-instance database and not a physical standby.
So for a RAC, you should mount the database in single-mode.
For a Standby, it can work on a Logical Standby not a Physical. Except if you switch over and the Standby become the Primary.
