Ok. Just for clarification this server is for installing a third party app which ties in to Oracle. We already have Oracle installed. So, do your initial instructions still pertain?

It contains file sqora32.dll in %ORACLE_HOME%\bin, the ODBC driver. Despite of the name it's the 64bit version.
Yes. The problem is that the only ODBC driver on the server is SQL Server. I just need to add the Oracle ODBC driver.
Start a different ODBC administrator:
IF you see now an Oracle ODBC driver, you would have installed a 32bit client. Currently there are not so many 64bit drivers available, I think per default the only one is the SQL server driver.
