Rupee Symbol in Oracle Database

Hey,does anyone know how to use Indian Rupee Symbol in Oracle 10g or whatever the release may be

What character sets does the rupee symbol exist in?
What is the database character set?
What is the national character set?

Since its not very long the symbol got launched, I don't think that it's there in 10g or even in 11g. May be in the next released it would be there.
