Cannot login to BI Publisher - OBIEE 11g

Hi all,

I have installed OBIEE 11g on windows 2008 server in Software only installation mode. I can login to EM, Console and Analytics but not to BI Publisher. When I tried to login with the same users, I am getting the following error. 
The server can not be used due to a configuration error, please contact the administrator. If you are the administrator, please consult BI Publisher user guide for proper configuration.

java.lang.NullPointerException
Any help will be really appreciated.
