ORA 12560 What to do ??

I want to make a dump file for that reason
I went on the command prompt and
entered
EXP username/password

I get
EXP 0056 : Oracle error 12560 encountered
ORA-12560: TNS:Protocol adapter error
EXP-0000 :Export terminated unsuccessfully

Please advise what to do?? How do I get rid of this
