Insert into Table1("3col1") values ('Text');
ORA-01747: invalid user.table.column, table.column, or column specification
Cause: A column name was specified improperly in the current SQL statement.
Action: Check the statement's syntax, especially references to column names, and retry the statement.

SQL> Insert into Table1("3col1") values ('Text'); 1 row created. SQL> insert into table1 values('Oracle'); 1 row created.
As a basic thumb rule
"The table and column names must start with a letter and can be followed by letters, numbers, or underscores"
Never ever try to create table with column name start with number.
