If Oracle, the SQLLDR component needs to be on the server
If SQL, the service account running the SQL Server service needs read write access to the FDM Share.

I have Oracle Database and the version is 18.104.22.168; So even for this version do I need to have SQLLDR.exe on the server where FDM is installed.

I have SQLLDR application available on the server in the bin directory.

Yes, SQL Loader is required. it needs to be installed on each FDM application server in the environment. You should be able to open a command prompt on the server and type sqlldr and hit the enter key and receive information back and not a File not found error.1 person found this helpful
Yes SQLLDR is there on the FDM server, Still I am gettting the below error:
An error occurred importing the file.
Detail: File does not exist or access denied.

Are you importing a simple flat file or a trail balance template of some sort? What is the full contents of the user error log if you choose Tools > Clear Error Log and then re-run the import to reproduce the error and choose Tools > View Error Log?
