The file you are referencing should be located in the Oracle\Middleware\Bin directory. Do you see this file here? If so, you can register it using regsrv32. The file and it's corresponding .lic file should be in this directory and registered from this directory.
If you still receive the error, copy these two files to the FinancialDataQuality\sharedcomponents directory and register them using regsrv32 from this location.
Thanks for your help. I re-install essbase and FDM. Everything is fine after that.
We experienced this error in our development environment when trying to create/modify an import script through the workbench. I moved the .dll and .lic file into the \bin directory specified, ran the regsvr32.exe by specifying the exact directory in which the .dll file was located, and everything is now working correctly. I noticed this happens when you install the web application in one server and the workbench in another. You can find the DLL needed in the server where you installed the web application. Just copy it in the bin folder and register it with regsrv32.exe

'Srcvw3.dll' is the file name.
You can place this in the FinancialDataQuality\SharedComponents directory and register from this location using regsrv32
