We will recommend to use a trigger to populate the custom table when a PO is "Approved" (may be a criteria) over a form personalisation. Your 3rd party is going to refer the table hence it is better to populate the value in custom table.

I have a small question here, I was searching on this in web and I came across the module e-Commerce gateway and there is program readily available ( OUT: Purchase Order (850/ORDERS) ) to generate a flatfile which can be used by other systems, is there any chance of customizing OUT: Purchase Order (850/ORDERS) program to generate a flatfile of required format.
Not sure, if the flat file generated by this Conc Request : OUT: Purchase Order (850/ORDERS) will be useful for your requirement. For 850 Order details you can refer below URL.
You can write a simple PL/SQL program referring PO_Headers_all tables and update the 4 columns of your staging table for your supplier use. Hope this approach will be easier. :)

As a third way round your update, you could modify the Approval Workflow so that when the result is to approve the PO, at that point you do an insert into the table.
That's the route I'd be taking - I'm not keen on writing triggers on high volume tables to be honest.
