You can't install Oracle database on an android. Android already comes with SQLite installed on the device. The Mobile Sync client allows you to synchronize between the client SQLite database and a Server Oracle Enterprise database.

Sync doesn't work for Oracle Mobile with Apple products yet.
Here is the deployment guide for Apple products. See chapter 5. You have to register with Apple and digitally sign your applications. You use iTunes to install. You don't have to go through Apple Store to deploy though.
You have to digitally sign a Android application as well. You can install your Android app by just downloading the .apk onto the phone or going through the Google Market
