IO Error: The Network Adapter could not establish the connection

Hi,

I am having some problems creating a weblogic domain, I'm getting the following error:

Component Schema=SOA Infrastructure
Driver=oracle.jdbc.xa.client.OracleXADataSource
URL=jdbc:oracle:thin:@localhost:1521/DevDb
User=DEV_SOAINFRA
Password=********
SQL Test=select 1 from schema_version_registry where owner=(select user from dual) and mr_type='SOAINFRA' and version='11.1.1.5.0'

IO Error: The Network Adapter could not establish the connection
CFGFWK-60850: Test Failed!

I have installed the following on a 64-bit Windows 7 Enterprise laptop with 8GB of ram. The following products have been installed:

Oracle 11gR2 (11.2)
Weblogic 10.3.5
SOA server 11.1.1.5.0
RCU 11.1.1.5.0

I can connect to the Oracle database using SQL Developer and through sqlplus.

The lsrnctl status command shows :

Based on all the information above is there any reason why I cannot establish the database connection which is prventing me from creating the weblogic domain?
