          Add the following to tomcat-users.xml, which you will find in the "conf" directory of your Tomcat installation.
          <tomcat-users>
            <role rolename="Manager" />
            <role rolename="Admin" />
            <user username="mymanagerusername"
                     password="mymanagerpassword"
                     roles="Manager,Admin" />
          </tomcat-users>
          Of course, you want to change the username and password to those you would like to use to administer the listener. You can also create two separate users, one with the Manager role and the other with the Admin role.
