When a approved requisition is canceled, the PR workflow does not come into picture.
For your requirements, you can write an event alert on the po_requisition_headers_all table.
And in the alert, you can form an email and send to the "team".

Thanks for ur reply sandeep. but can we achieve this requirement through WF_NOTIFICATION.send or WF_MAIL.send package method to send mail.
You can write a custom program that uses WF_NOTIFICATION.send or WF_MAIL.send package method to send mail.
Anil Passi has developed a freeware for that.
