11g Ex: Error installation message and apex server not started (Windows 7)

During the installation, I'm getting a dialog box with an error message related to a registry file not found:

"The installer is unable to instantiate the file C:\Users\bouker\AppData\Local\Temp\{4C141691-B71A-4C07-AF30-1B89AAE80844}\*KEY_EX.reg*.
The file does not appear to exist."

If I check in the folder, indeed, the file does not exist.
After clicking "OK" the installation continued without further errors (actually, the message appeared twice during the install).

The install seems to be Ok as I can connect to the DB through the SQL command line; however the "Get Started" menu try to open the webpage http://127.0.0.1:8080/apex/f?p=4950 with no success.
I checked and no listener is open on port 8080.

I don't know if the problem is related to the original error message.

Any clue on what I'm doing wrong?
