Cloning/Recycling Job limit

I was wondering if there is a way to set separate limits for the number of cloning and recycling jobs.

I have just deployed VDI 3.2 in a lab environment for our students to use. We are using VMware and an iSCSI storage backend. Due to the bandwidth available on the backend I don't really want more than 2 cloning jobs running at a time during peak hours. The problem is that while there are cloning jobs taking place no recycling takes place. So as machines get logged out they will never become available again until the cloning has finished. The recycling job is set to re-use so it really doesn't impact anything else.

The problem is that while cloning job are taking place my machines never get re-released rendering the lab useless, is it possbile to configure the system so that recycling jobs can always take place even if there is also cloning jobs running?

Upping the job limit works for a while but eventually all the available job slots get allocated to cloning so recycling stops again.
