Unable to get the telnet login prompt

Hi,

When i try to connect to our Solaris 9 server from Windows xp client, i am not getting the login prompt. I tried resetting the tcp-ip protocol, but it didnt help.
I did a tracert from the xp client to the solaris server, there are only 3 hops and there is no delay in the hops. The response time is 1 ms in all the 3 hops. When i change the static IP of the client, it started working and i am getting the command prompt and able to login. Other xp machines in the same machines are able to get the command prompt and login without issues at the same time. Could you please help me on this issue, why i am not getting the login prompt?
