This simple paper can explain much better than I :
why does it matter ?
If parsed statements are gone first, then you have to deal with the over-parsing issue.
If execution plans are gone first, then oracle has to come up a new execution plan each time.
I don't think the algorithm behind the curtains favors either of them.
They must have been placed on the same linked list.
